CHRIS SCOTT is a dynamic and results driven operations leader with a strong background in hospitality, guest services, and revenue-focused management. As a like-able personality, his brings his strategic expertise into the property management industry. With over 25 years of experience overseeing high-performing teams in the entertainment and resorts sector, Chris excels in building client and community relationships, optimizing operational performance, and creating customer-centric environments that drive loyalty and long-term value.

Throughout his career, Chris led departments responsible for marketing, guest services, and high-value client engagement—skills that apply to tenant relations, lease-up strategies, and retention in residential and commercial property management. He's built multiple departments from the ground up, created policies, and procedures to support effective and compliant operations, hired the brightest minds, and coached cross functional teams to exceed performance goals in fast-paced, high-expectation work environments.

Furthermore, Chris is highly skilled at identifying opportunities for continuous improvement, and manages assets with a keen eye on profitability, legal compliance, and navigating stakeholder relationships. His history of working with diverse customer segments, including VIP and international clientele, uniquely positions him to meet the demands of today’s tenant populations. Whether managing multi-units, meeting with HOA Board Members, Directors, or luxury residential communities, Chris brings an determined commitment to quality service, operational excellence, team development, and direction.

He holds a Bachelor’s Degree in Business from the University of Nevada, Reno, and is based in Reno, Nevada. Chris was born in Sacramento and is thankful to return to his roots in Northern California to join GLC Property Management as Chief Executive Officer.

SAMUEL OBRAZTSOV serves as the newest VP of Operations, Client Success & Residential Tenant Support, who complete the 1st stage of rigorous training with the GLC Property Management team. Samuel is a recent intern and student with a passion for hard work, academics and athletics. His interest in real estate, superb social skills, and eagerness to continually learn how to best serve clients brings great value to the team. Samuel has a unique background with hands on-experience in marketing, blogging, customer service, maintenance. He approaches property management as an art, a meaningful endeavor, a true foundation for his future career.

Having attended years past, Samuel was a scholar at John Adams Academy of El Dorado Hills and developed a strong foundation in teamwork and integrity. He is currently continuing his education through a selective charter school in Gold River, where he enjoys the flexibility to pursue his studies while honing his set of skills and interests and gaining real world experience.

An avid athlete, Samuel participated in basketball, volleyball, and football, where he learned the importance of discipline, perseverance, and collaboration. These sports have helped shape his character and strengthened his ability to work effectively within a team environment. In the classroom, Samuel’s favorite subject is History, as he finds inspiration in learning about past events and how they shape the world today. His curiosity and analytical mindset allow him to connect lessons from history to modern-day challenges and opportunities. Beyond academics, he is known for his exceptional customer service, strong communication abilities, punctuality, and commitment to marketing excellence—all centered around putting clients first through his passion in delivering exceptional and personalized service to GLC clients.

Outside of school and work, Samuel values spending quality time with his family and enjoys hiking in nature. He also takes pride in staying informed about new laws and regulations, ensuring that he remains knowledgeable and responsible in all his endeavors. With his blend of academic dedication, athletic spirit, and professional skills, Samuel strives to make a positive impact in every aspect of his life and treats everyone with great respect, sincere care, and meticulous attention.

KRISTOFER JOHN TAN serves as the Director of Compliance & Executive VP with GLC Property Management. He helped GLC to provide valuable rules and regulations compliance solutions for multifamily and commercial owners, landlords, clients, resident tenants, and principals. His academic journey reflects a dedication to mastering the principles of management. He holds a Bachelor of Science in Business Administration degree from Trident University International, Cypress, California (military centric) allowing for insight into the dynamics of organizational principles, customer service, professional ethics, accounting management, and solving complex issues. Additionally, a Masters in Business Administration from Western Governors University, Millcreek, Utah, enhancing his knowledge in project management, microeconomics, macroeconomics, decision trees, and social purpose responsibility.

In addition, Kris holds a Strategic Management Certificate from Harvard University, where he gained deeper insight into C-suite decision-making, principles, and value creation. Prior to his transition to commercial and residential property management, he began his real estate career with KW and its commercial department. At RE/MAX GOLD, he consistently ranked at the top 5% of all brokers and sold over $36,000,000 worth of real estate and been recognized with 8 awards from his real estate responsibilities.

Furthermore, in 2023 he studied Contract Law, Tort Law, Criminal Law, Legal Writing, and Professional Responsibility as a first year (1L) student at Lincoln Law school in East Sacramento. Additionally, he previously served on a Sacramento County city government commission and 3 public policy sub-committees for 6 years, earning 3 city acknowledgements. He currently serves as an Emergency Management director for a community safety program in Placer County. His deep understanding of the multitude of challenges that property owners face enable the firm to effectively assist investment property owners, landlords, clients, resident tenants, and principals. His enthusiasm, passion, foresight, virtues, and unwavering dedication to excellence have been keys to customer success. In addition to his duties, he is responsible for charitable initiatives with The Children's Miracle Network and scholarship events. Kris and his wife, Victoria, are the parents of four children.
