SAMUEL OBRAZTSOV serves as a Customer Success and Resident Tenants Relationship Specialist with the GLC Property Management team. Samuel is a bright and enthusiastic professional with a passion for delivering exceptional property management services. His interest in real estate, superb social skills, and eagerness to continually learn how to best serve clients brings great value to our team and property owners. Samuel has a unique background with hands-on experience in marketing, customer service, and property maintenance, approaching property management as a meaningful endeavor focused on client satisfaction.
Samuel developed a strong foundation in teamwork and integrity through his education at John Adams Academy of El Dorado Hills. He is currently continuing his education, balancing academic studies with real-world experience in property management, further honing his diverse skill set.
An avid athlete, Samuel participated in basketball, volleyball, and football, where he learned the importance of discipline, perseverance, and collaboration. These sports have helped shape his character and strengthened his ability to work effectively within a team environment, translating directly into his professional approach. In the classroom, Samuel’s favorite subject is History, finding inspiration in learning about past events and how they shape the world today. His curiosity and analytical mindset allow him to connect lessons from history to modern-day challenges and opportunities in property management. Beyond academics, he is known for his exceptional customer service, strong communication abilities, punctuality, and commitment to delivering exceptional and personalized service to all GLC clients.
Outside of school and work, Samuel values spending quality time with his family and enjoys hiking in nature. He also takes pride in staying informed about new property laws and regulations, ensuring that he remains knowledgeable and responsible in all his endeavors. With his blend of academic dedication, athletic spirit, and professional skills, Samuel strives to make a positive impact in every aspect of his life, treating everyone with great respect, sincere care, and meticulous attention in all property management tasks.

KIMBERLY STEWART-VITAL serves as GLC Property Management’s Community Association Manager. Her skills include, but are not limited to: clear communication with all involved parties; owners, rental property owners, tenants, and stakeholders. Her experience comes from being in leadership roles as President of a Parent Teacher Organization who has helped with event coordination between schools and parents.
Coming from a Veteran family, her husband being a VA and family members serving the armed forces, her strengths include: camaraderie, honesty, scheduling, discipline, and accomplishing goals. These skills and strengths apply not only for GLC’s rental property owner clients, homeowner’s, but also towards resident tenants and applicant tenants.
Furthermore, her real estate experience comes from working with Keller Williams in Folsom. As Community Association Manager and Commercial Property Manager Associate with GLC Property Management. Her 20+ years of customer service experience in working with multiple departments, positive demeanor, and passion to help others, adds value for families and communities.
Furthermore, her knowledge of understanding mental health conditions, helps GLC provide an understanding of other perspectives and challenges. Our team is passionate about serving not only our clients, but providing a great experience for resident tenant applicants and selected tenants as well as the public. GLC Property Management is grateful for Kim to join the property management services team for: HOA communities, apartment complex management, for residential and commercial properties.

KRISTOFER JOHN TAN is a highly skilled Property Manager dedicated to assisting rental property owners and prospective tenants. His extensive academic background in management principles forms the cornerstone of his expertise. He holds a Bachelor of Science in Business Administration from T.U.I., where he gained comprehensive insights into organizational dynamics, customer service, professional ethics, and accounting management. Furthermore, his Masters in Business Administration from Western Governors University (WGU) expanded his knowledge in project management, microeconomics, macroeconomics, and social responsibility, directly applicable to effective property management.
Kristofer also possesses a Strategic Management Certificate from Harvard University, providing him with a deeper understanding of C-suite decision-making, strategic principles, and value creation in real estate. Prior to his focus on commercial and residential property management, he began his real estate career with KW and its commercial department. At RE/MAX GOLD, he consistently ranked among the top 5% of all brokers, successfully selling over $36,000,000 worth of real estate and earning 8 prestigious awards for his exceptional contributions.
Additionally, he has studied Contract Law, Criminal Law, Tort Law, and Professional Responsibility as a first-year student at Lincoln Law School in East Sacramento. He previously served on a Sacramento County city government commission and three public policy sub-committees for six years, receiving three city acknowledgments for his contributions. Kristofer enjoys volunteering for non-profits in Placer County, demonstrating his commitment to community service. His profound understanding of the complex challenges faced by property owners enables GLC to effectively support investment property owners, landlords, and clients. His passion, foresight, strong ethical virtues, and dedication to excellence are key drivers of client success.
